Business Analyst, Pharmacy - Job Role & Responsibilities

Analyze and evaluate all elements of the 340B Drug Pricing Program across DUHS to support compliance, operations and optimization. Monitor clinical and financial data to ensure compliance with regulations. Manage relationships with vendors and partners and provide guidance to internal stakeholders on 340B Program policies and procedures. Evaluate data and make recommendations to reduce costs, improve quality, and further the goals and mission of the organization.

Duties And Responsibilities Of This Level

  • Ensure that policies and procedures related to 340B purchasing processes are up-to-date. Create and implement systems and procedures that minimize program liabilities and facilitate accurate audits to detect potential risks. Continuously assess and revise the 340B Program policies and procedures to ensure compliance with regulations and guidelines, and provide recommendations for updates as needed.
  • Develop a thorough understanding of the 340B Program to enhance its overall efficiency, value, and internal support. Identify potential areas for optimization and improvements to enhance compliance. Develop a working knowledge of the U.S. 340B marketplace to identify and suggest 340B Program improvements. Explore and execute opportunities to reduce expenses. Aid internal customers in clarifying 340B Program requirements through coordinated education.
  • Develop a thorough understanding of the split-billing/third party administrator systems and their functions. Educate other parties involved in procurement process to ensure proper operation and compliance. Supply each buyer with the necessary information to place orders using the appropriate accounts (e.g., WAC, GPO, 340B, and non-340B) to replenish inventory in a mixed-use inventory environment. Manage procurement for dual or multiple split inventories within pharmacies. Evaluate compliance of 340B clean site inventory practices.
  • Create reports to be used by management to monitoring the organization's overall 340B program impact. Build additional reports to monitor and benchmark cost, utilization and other quality and performance indicators within the 340B Program. Retain copies of reports for auditing and compliance purposes. Collaborate with the Pharmacy, Compliance, and 340B Oversight Committee to establish monthly, quarterly, and annual audit metrics. Develop relevant financial metrics to assess areas of improvement. Produce and revise reporting packages outlining the 340B Program's volume, financial value, and other necessary metrics.
  • Use available tools to track prescription data, patient data, hospital data, payer data, site of care, and, if applicable, ICD-10 codes in order to respond to 340B Program changes. Develop and prepare financial feasibility studies for new initiatives generated by clinical programs related to 340B. Summarize and communicate results to the relevant stakeholders.
  • Monitor, report, and evaluate 340B owned retail and contract pharmacy activities. Monitor the financial impact over time, determine the root causes of negative trends, and recommend improvements to the program's financial stability.
  • Develop 340B quality assurance training for employees, based on their specific job responsibilities. Offer proactive education to staff on inventory management policies and procedures, as well as 340B program procedures. Maintain 340B knowledge through professional developmen, educational content, current publications, and regional/national association membership participation.
  • Maintain liaison with Duke University Health System 340B stakeholders to drive progress of 340B Program initiatives. Prepare reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions.
  • Perform other related duties incidental to the work described herein.

Education

  • Bachelor's degree in Accounting, Economics or a related business field

Experience

  • Work generally requires 1 year of experience; 3 years of experience in preferred 340B Program operations and compliance

Degrees, Licensures, Certifications

  • Apexus Advanced 340B Operations Certificate strongly preferred (or to be completed within the first year of employment)

Knowledge, Skills, And Abilities

  • Understanding of 340N Drug Pricing Program regulations and guidelines
  • Proficiency in Microsoft Excel and other data analysis tools
  • Excellent analytical and problem-solving skills
  • Strong communication and interpersonal skills
  • Detailed-oriented with strong organizational and project maangement skills
  • Ability to work independently and as part of a team
