Business Analyst, Finance - Job Role & Responsibilities

The Financial Business Analyst provides services in the planning, development, organization, implementation and evaluation of fiscal compliance and programs. Consults with local school districts, charter schools, Arizona Department of Education, and other vested entities, in assessing fiscal stability for education in Maricopa County.

Primary duties include analyzing, developing, reporting, and maintaining a department's budget; researching budget and financial matters; developing budget and staffing projections; working closely with school districts and annual school district budget data for tax levies and financial solvency; monitoring school districts expenditures for spending within budget limits, forecasting staffing, costs, etc.; and analyzing budget expenditures.

Job Contributions

1.0 Analysis of the fiscal activity of school Districts to ensure Federal and State funding is properly accounted for:

1.1 Conduct analysis and prepare financial reports and/or schedules to support the financial stability of school districts

1.2 Analyze and interpret fiscal and accounting records

1.3 Monitor and report on cash balances, assists school districts on transfers and journal vouchers. Validates balance sheet accounts to ensure accurate reporting of financial information

1.4 Consults with and advises school districts and charter schools regarding the following:

  • 1.4.1 Coordinate with school districts and the Treasurer to enhance processes and/or procedures regarding financial processes. This includes providing training to districts regarding procedures
  • 1.4.2 Recommendations regarding improving operations
  • 1.4.3 Examination and analysis of accounting records to determine financial status
  • 1.4.4 Prepares financial reports and presents to the Assistant Superintendent for Economic Management

1.5 Completes proper and timely recording of all revenues

2.0 Support the development and operation of County School Superintendent’s annual budget

2.1 Support the Assistant Superintendent of Economic Management in performing accurate accounting, purchasing, and cash management

2.2 Create and utilize reports to monitor agency budgets and accounts

2.3 Facilitate billing and ensure timely collection for accounts receivable

2.4 Document and support processes, procedures, internal policies, and administrative regulation for fiscal service

2.5 Create opportunities and information to train staff on procedures of fiscal management

2.6 Performs such other duties as assigned by the Assistant Superintendent

3.0 Ensure the development of accurate tax rate and budget information through

processes and procedures

3.1 Support preparation of the property tax rate-setting process

3.2 Reconcile funds and forecast revenue for tax levy validation

3.3 Document processes and procedures, research accounting issues and policies and provide recommendations; and provide assistance to other areas as required

3.4 Create or maintain a database of policies, procedures, and administration regulations for fiscal support services.

4.0 Coordination and Communication of Information

4.1 Maintain a repository of Local, State, and National Research related to effective fiscal practices

4.2 Maintains website with access to information, research, results, and tools to assist others in the effective management of fiscal resources. Leads with developing proposals driven by Research Data of Best Practices, which will improve accountability and the use of fiscal resources

4.3 Promotes and monitors positive personnel relationships

We Require

  • Four years successful experience in school district, charter school or government finance and compliance, financial report writing, and research and analysis of data
  • Bachelors Degree in Business
  • Other combinations of education, experience, or training that may be considered in substitution for the minimum requirements
