Business Analyst - Job Role & Responsibilities

Nakupuna Solutions is looking for a Business Analyst. The purpose of this position is to be part of a team that provides analytic support of the Department of Defense’s (DoD) ongoing Core Enterprise Technology Agreement (CETA) efforts. Members of the team will provide Business Case Analysis (BCAs), Analyses of Alternatives (AoAs), contract spend and should-cost analysis, and other comparative analyses to advise the government client of DoD-wide software licensing strategies that provide best value.

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Conduct BCAs across a variety of software licensing packages available to DoD, including total cost of ownership relative to capabilities.
  • Conduct AoAs between a variety of software licensing packages and capabilities to ultimately make best value recommendations to the DoD; document “as-is” vs. “to-be” conditions (cost and performance baselines, statutory/regulatory constraints, etc.) to drive decisions.
  • Evaluate benchmarking data to recommend target pricing for a variety of licensing packages or individual capabilities; analyze, identify, and document boundaries/ranges on DoD enterprise software acquisition agreement price and costs.
  • Provide strategic guidance on negotiation best practices while identifying impacts, challenges, and risks to future enterprise software licensing contracts.
  • Prepare and deliver briefing materials (PowerPoint) to explain analytical findings, frequently to senior-level government personnel
  • Track and evaluate implementation of vendor licensing agreements.
  • Develop reporting formats for tracking project progress (e.g., actual vs. planned completions, rework statistics, productivity rates, etc.) and ensure timely submission of completed reports at client specified frequency.
  • Conduct retrospective analysis and assessments of enterprise software licensing agreements and DoD performance on major software licensing contract negotiations.
  • Develop and deliver training material to government personnel and contractors on commercial best practices and other analysis performed to support negotiation processes.
  • Keep Nakupuna leadership abreast of project execution, and any issues (e.g., production, equipment/facilities, manpower, project delays, etc.) of potential impact to achievement of client requirements/deliverables or requirements exceeding defined scope of work.
  • Provide support in preparing and executing customer requirements and design workshops to define and refine business and testing requirements, discuss potential solutions, identify risks, etc.
  • Assist project manager as required, prepare required documentation and deliverables.
  • Monitor and evaluate developments in USG and DoD-wide initiatives, policy changes, Executive Orders, and published strategies to keep leadership abreast on projected challenges or impacts.

Qualifications

Education and Experience: This position requires a bachelor’s degree from an accredited institution. The following are desirable levels of experience:

  • 2-5 years of experience in a dynamic, fast-paced environment
  • Prior experience delivering briefings to senior-level leaders.
  • Experience in procurement, category management and/or supply chain field is highly desired.
  • Familiarity with contract negotiation
  • Familiarity with IT or Enterprise Software Licensing is preferable.
  • Prior experience in management consulting would be beneficial, but not required.
  • Must be proficient in Microsoft PowerPoint and Excel, knowedge of data visualization applications (ex. Power BI, Tableau) is highly desirable

Clearance Requirements: Must be able to obtain and maintain a CAC.

Work Location: Arlington, Virginia, Charleston, South Carolina, Mechanicsburg Pennsylvania, Denver Colorado. Must be able to come into a Nakupuna Companies office 1 day a month.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The projected compensation range for this position is $100,000.00 to $110,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
